HOUSE COMMITTEE ON TRANSPORTATION ADVANCES BILLS ON ROAD SAFETY, E-BIKES, AND VEHICLE REGULATIONS

Honolulu, Hawaiʻi – House Committee on Transportation Chair Darius K. Kila today provided an update on measures that have passed out of committee as of February 7, 2025.

 

“As Chair of the House Committee on Transportation and as the area Representative of an infrastructure-impacted community on Oʻahu, I remain committed to improving the safety, efficiency, and accessibility of Hawaiʻi’s roadways. Advancing these measures out of our Committee is a crucial step in addressing concerns surrounding road safety, vehicle regulations, and the evolving landscape of transportation technology.

 

We are taking proactive steps to enhance accountability by prohibiting license plate-flipping devices and increasing penalties for excessive speeding. Additionally, we are establishing regulations for electric bicycles to promote responsible use while encouraging sustainable transportation options.

 

While there is still more to accomplish, these bills mark significant progress in strengthening public safety and modernizing Hawaiʻi’s transportation system, both in our Transportation Committee and throughout the Legislature. I am grateful for the collaboration of the Transportation Committee members, colleagues, community stakeholders, and advocates, whose input and support drive these efforts forward. Together, we will continue prioritizing the well-being of our residents and the long-term sustainability of our infrastructure.”

 

January 28, 2025:

 

HB228 HD1 - Relating to License Plates

Authorizes the counties to adopt rules for the use of electronic license plates. Prohibits the use of license plate flipping devices. Establishes minimum fines for intentionally obscuring a license plate with a cover or shield.

 

HB184 - Relating to Electric Bicycles

Requires operators of low-speed electronic bicycles to possess a valid driver's license, instruction permit, or provisional license.

 

HB697 HD1 - Relating to Transportation

Allows authorized employees of the Department of Transportation and Department of Law Enforcement to inspect and provide a certificate of certain evidence of speed limit violations obtained by automated speed enforcement systems.  Appropriates funds to the Department of Transportation to establish and implement the automated speed enforcement systems program.

 

January 30, 2025:

 

HB226 HD1 - Relating to Windshield Tinting

Lowers the level of light transmittance allowed on sun screening glazing on motor vehicle windows from thirty-five percent to twenty percent. (deferred from January 28, 2025)

 

February 4, 2025:

 

HB958 HD1 - Relating to Transportation

Requires all bicycles equipped with motors to be operated only with all wheels on the ground at all times, with certain exceptions. Prohibits certain actions while operating a bicycle equipped with a motor. Prohibits the operation of high-speed electric devices in certain locations. Requires manufacturers and distributors to apply a label to electric bicycles. Requires distributors to place a sign at or near the point of sale regarding electric bicycles. Defines "electric bicycle" in place of "low-speed electric bicycle". Defines "electric micro mobility device" and requires the same regulations as electric foot scooters to apply to electric micro mobility devices. Prohibits a person from riding a class 3 electric bicycle on a sidewalk. Authorizes a person to ride a class 1 or class 2 electric bicycle on a sidewalk at a speed not exceeding ten miles per hour. Prohibits a person from operating a bicycle or electric foot scooter under the age of eighteen without a helmet. Repeals the requirement that moped drivers use bicycle lanes. Substitutes the word "motor drive cycle" with the word "motor scooter".

 

February 6, 2025:

 

HB667 - Relating to Transportation

Requires the Department of Transportation or appropriate county department when disposing of a deceased cat or dog from a public roadway to scan the animal for a microchip, record certain information, and report that information to the appropriate county animal services or animal service contractors. 

 

HB177 - Relating to Civil Identification Cards

Makes the issuance or renewal of a civil identification card free of charge.

 

HB54 - Relating to Motor Vehicles

Increases the penalty for a third or subsequent offense of excessive speeding to a class C felony. Authorizes the court, as part of the person's sentencing for the third or subsequent offense, to order that the vehicle used by the person in the commission of the offense be subject to forfeiture.

 

HB229 - Relating to Transportation

Establishes a statewide speed restriction for motor vehicles with three or more axles or motor vehicles weighing more than ten thousand pounds.
