Interim Report of Commission to Improve Standards of Conduct Received by House of Representatives


Honolulu, Hawaii – Judge Daniel Foley (retired), Chair, submitted the Interim Report of the Commission to Improve Standard of Conduct to Speaker Scott K. Saiki this morning. The report is available for review on the Commission's webpage:



The Commission to Improve Standards of Conduct was created by House Resolution 9, which was unanimously approved by the House on February 17, 2022. The Commission members are:

  • Daniel R. Foley, Chair, retired state judge

  • Robert D. Harris, Vice Chair; Executive Director and General Counsel of the Hawaii State Ethics Commission

  • Kristin E. Izumi-Nitao, Executive Director of the Campaign Spending Commission

  • Sandy Ma, Executive Director of Common Cause Hawaii

  • Barbara C. Marumoto, former State Representative

  • Janet Mason, League of Women Voters of Hawaii

  • Florence T. Nakakuni, retired United States Attorney for the District of Hawaii

The Commission is expected to submit its final report by December 1, 2022.


"I want to thank the Commission members for the diligent effort, especially in the short timeframe that the Interim Report allowed. The interim report is very focused and identifies reforms that the Legislature can address in this regular session," said Speaker Scott K. Saiki.
