Honolulu, Hawaiʻi – House Speaker Scott K. Saiki issued the following statement today:
"The House commends Retired Hawaiʻi Intermediate Court of Appeals Judge Daniel Foley for his well-deserved receipt of the Big Island Press Club 'Torch of Light' Award. This recognition celebrates individuals or entities that champion the public's right to know, a principle at the core of Judge Foley's work, notably as he chaired the House Commission to Improve Standards of Conduct.
Throughout 2022, the commission consisting of representatives from the Ethics Commission, Campaign Spending Commission, Office of Elections, Common Cause, League of Women Voters, and other stakeholders regularly met to review our existing laws and make recommendations on how Hawaiʻi's ethics laws can be improved. Their tireless efforts led to the Legislature approving over thirty vital government reform bills during the 2023 Legislative Session, spanning the areas of government transparency, ethics reform, campaign finance reform, public corruption prevention, and election integrity.
Judge Foley played a significant role in guiding the commission's efforts. He actively participated in the legislative process, attending hearings, providing testimony, and shepherding legislation through its journey to passage.
The strength and stability of the government relies on the public's trust, and for public officials to act with prudence, integrity, and good, ethical judgment. Judge Foley's tireless dedication has made significant reform and increased public transparency throughout the government process."
